A convicted murderer who was mistakenly released in York County Monday has been captured in Texas.

Huntersville police have filed murder charges against a Charlotte man who is accused of plowing his car at high speed into another car on Statesville Road Feb. 16, leaving that car's 53-year-old driver with fatal injuries.
Huntersville's Traffic Safety Unit arrested Victor Olandus Moultry, 44, after a grand jury issued indictments in the case. He is charged with murder, Felony Death by Motor Vehicle, Felony Possession of Cocaine, Careless & Reckless Driving and Hit & Run.

Project L.I.F.T Efforts Get Underway At West Charlotte Schools

Nine public schools in West Charlotte are about to have $55 million extra dollars funneled to them over the next five years. It's an experiment called Project L.I.F.T. Some of the city's largest community and family foundations are behind the effort. They're partnering with CMS to try to boost student achievement at West Charlotte High School and at elementary and middle schools that feed it. Those are some of the district's most troubled schools. Altogether, about 7,000 students attend those schools.

New Rules For Boat Renters On Lake Norman Are On The Way

Renting a boat or jet skis on Lake Norman doesn't take much know-how. A new committee has formed to come up with rules of what kind of instruction people who rent out boats should be required to offer.

Last year on Lake Norman, an inexperienced boater put his rented boat in reverse when he should've turned off the engine. The boat's propeller sliced into a woman swimming behind the boat. Her right arm and both breasts had to be amputated.

That started John Marino with the Lake Norman Marine Commission wondering how to strengthen boat rental rules.
