Charlotte Mecklenburg Police have asked a police research group to do an independent review of their policies, procedures and ties with the community.
The Police Foundation of Washington, D.C., will evaluate CMPD’s policies and the Sept. 20 shooting of Keith Scott. Think of it as a report card with recommendations for improvement.
Police Chief Kerr Putney says the review will include interviews and a final report – likely to be complete in several months. He says it’s part of the healing process.
“What we have to do organizationally is step back and try to connect with people who maybe weren't a part of our conversations before, maybe who haven't worked with us in the past, and strengthen those … begin to create those opportunities and strengthen those relationships moving forward,” Putney said.
He says CMPD also will revise the department's policy on releasing body camera video so it's more transparent - and complies with a new state law that took effect Oct. 1. That law requires a court order to release police videos.
CMPD also will deploy body cameras to all tactical officers as well as patrol officers. And it’s re-examining its policies, procedures and training on de-escalation techniques.
CMPD also is discussing giving subpoena power to the police Citizens Review Board – something community groups have called for. That would require a change in state law.
