This is TALK OF THE NATION. I'm Neal Conan in Washington. Last month, the U.S. Air Force released its report on a sexual assault scandal that's shaken the military. Investigation suggests systematic abuse of young female recruits at Lackland Air Base and training facility in San Antonio, Texas. So far, two commanding officers have lost their jobs.

At the moment, the White House and congressional Republicans are at an impasse, and if that sounds familiar, that's because they arrived at a similar stalemate last year. When a subsequent supercommittee failed to reach agreement, the clock started ticking.

But with all the political mud-slinging about the Affordable Care Act, the details sort of got lost, didn't they? Photographer James Balog on Climate Change and 'Chasing Ice' — In the new documentary "Chasing Ice," photographer James Balog attempts to capture how the world's glaciers are being affected by climate change. As the film debuts across the country, Balog discusses the project, and what needs to be done to save Earth's shrinking glaciers.

While the next Congress includes more women than ever before, the sexual ratio remains way below 50-50. And that applies not just to electoral politics, but to the ranks of government officials. Yes, we've seen three women as secretary of State, but what about the Pentagon and U.S. intelligence agencies? Important, argues Jane Harman, the president of our host today - the Woodrow Wilson Center - not just as demographic justice, but because women lead differently.

For decades, the U.S. and U.S.S.R. were locked in a checkmate that brought the countries to the brink of nuclear war. Now, a new multipolar landscape exists where at least nine countries have nuclear weapons and China is projected to become the world's largest economy.
