The man a CMPD officer shot Friday afternoon has died.
CMPD says that 27-year-old Charlie Shoupe was pronounced dead at Carolinas Medical Center.
The shooting happened at 1:05 p.m. Friday in a parking lot near the intersection of Timberbook Drive and Tuckaseege Road in northwest Charlotte.
Speaking to reporters at the scene, CMPD Chief Kerr Putney said police were called to the area to investigate a suicide attempt. CMPD reports that the caller said a male was harming himself and was suicidal. Putney said that Shoupe had a knife at the time of the shooting.
"Upon arrival, our officer encountered the subject, who was obviously showing signs of distress - mental distress," Putney said, adding, “there was an imminent threat that the officer perceived and fired his weapon at least once, that we know of right now, striking the subject.”
CMPD says the officer was Daniel Flynn, a nearly 12-year veteran of the department.
A CMPD press release says Medic and the Charlotte Fire Department were first to arrive to the scene, “and asked officers to step up their response because Mr. Shoupe had a knife in his hand. CFD further advised that Mr. Shoupe said he wanted police to shoot him. Once Officer Flynn arrived at the scene, Mr. Shoupe raised the knife in his hand and began charging at Officer Flynn. Officer Flynn gave loud, repeated verbal commands for Mr. Shoupe to drop the weapon and retreated multiple times to try to put distance between him and Mr. Shoupe. Mr. Shoupe refused to comply and instead continued to charge at Officer Flynn, closing the distance between the two of them. Officer Flynn then fired his service weapon, striking Mr. Shoupe.”
Following department policy, CMPD will conduct a separate investigation to evaluate whether policies and procedures were followed. Flynn will be place on paid administrative leave.
