Charlotte Mecklenburg Utilities is considering raising the rate of water and sewer service to offset the loss in revenue due to conservation during the drought. Tom Ash is a former conservation manager for a water system in California, which uses a pricing structure that encourages saving water at all levels of use. He's also a horticulturist. He along with members of the Green Industry Council are meeting with Charlotte Mecklenburg Utilities to discuss this approach to rates and conservation. WFAE's Lisa Miller spoke with him about what lessons the Southeast can learn form the dry West.
