Legislative negotiators met Monday at the state capital to review details of their latest budget proposal. The spending plan relies on higher taxes including an income tax surcharge on some North Carolina taxpayers. The latest proposal follows weeks of debate over how to address North Carolina's large budget shortfall. Reporter Laura Leslie of North Carolina Public Radio is following the budget talks. She spoke with WFAE's Mark Rumsey Monday afternoon about why it's taken this long to get an agreement.
