State Bureau of Investigation Scandal In February of this year a man who served years behind bars was exonerated when it was revealed that the State Bureau of Investigation's crime lab withheld evidence in his case. What followed was a revelation of alleged procedural violations, bias and evidence tampering at the SBI. Raleigh News and Observer reporter Mandy Locke has followed every twist and turn of this complicated plot and some say that the paper's expose on the SBI prompted the recent leadership change there.
