Charlotte City Council members are headed to Greensboro for their annual retreat. They'll be drawing up a strategic plan for how the city should deal with such areas as community safety, transportation, and economic development. Phil Boyle is a consultant who regularly works with government bodies on creating such plans. He'll be acting as a facilitator throughout the three-day retreat. WFAE's Lisa Miller spoke with Boyle about the retreat and his line of work.
