The California electricity crisis promises to be a quick test of the Bush administration's energy policy. President Bush has extended two emergency directives requiring wholesalers to sell power to California's financially ailing utilities. But the president says the orders will not be extended beyond two weeks. The new administration has made it clear it that it sees little federal role in helping California solve its problems. Instead, President Bush is likely to use the state's power crunch as an opportunity to argue for increased domestic oil and gas production. NPR's Larry Abramson reports.
