Eminent domain is a tool that has been used for years by cities and states to appropriate private land for public use for things like roads, utilities and rail lines. It has also been quite controversial but as cities and towns grow, the use of eminent domain threatens to increase. State lawmakers have proposed a plan designed to narrow the scope of that use but critics say it may have the opposite effect. We take a closer look.
