The North Carolina Education Lottery touts that it's contributed more than $2 billion to education. But there are two recent reports - one from the conservative John Locke Foundation and the other from the liberal North Carolina Justice Center - that conclude the lottery is failing to increase overall funding for education. WFAE's Mark Rumsey spoke to Alice Garland, the executive director of the lottery, about the findings.
