This week, Gov. Bev Perdue unveiled a plan that aims to use objective criteria in prioritizing transportation projects. Historically, the politically-appointed Board of Transportation has set those priorities. Critics say it's the politics that have mattered more than things like population, road congestion and safety. Now, the board will only set policy while the ranking of projects will be left to DOT staff. It's up to Transportation Secretary Gene Conti to carry out the governor's plan.
