A Marine colonel and a Navy captain were asked to devise a grand strategy for the United States in the 21st Century. Their recommendations may surprise you. They placed sustainability at the top of the list with a vision of becoming the strongest competitor and most influential player in a connected global system. That requires a decreased investment in defense. One of the authors of the strategy explains.
