The Citizens Review Board consists of unpaid citizen volunteers who review the most serious complaints against the police -- from conduct unbecoming of an officer to improper use of force or the shooting of a civilian. It was established in 1997 in Charlotte after a series of shootings by police.

The Catawba River originates in Western North Carolina, and is approximately 220 miles long. It rises in the Appalachian Mountains and drains into the Piedmont. From Lake Norman, it flows south, passing west of Charlotte. The river is named after the Catawba tribe of Native Americans. In the Siouan language, they identified as the Kawahcatawbas, "The people of the river."
